HR Excellence in Research Award

HRS4R Award of the European Commission

The European Commission recognises with the 'HR Excellence in Research Award' the institutions which make progress in aligning their human resources policies to the 40 principles of the Charter & Code, based on a customized action plan/HR strategy.

In 2000, the European Research Area (ERA) was established by the EU to strengthen the competitiveness of European institutions through closer research collaboration and better coordination of research infrastructure. To contribute to the development of the European Research Area (ERA), The European Charter for Researchers and The European Code of Conduct for the Recruitment of Researchers (Charter and Code) were established by the European Commission in 2005. Charter and Code ensures open, transparent and merit-based recruitment of researchers, safeguard good working conditions and focuses on professional development for researchers at all stages of their careers. It also highlights the importance of recognizing and valuing research mobility, internationally, inter-sectorial and interdisciplinary. To implement Charter and Code at the individual institutions, the European commission has developed the Human Resources Strategy for Researchers HRS4R accreditation.
As part of its commitment to strengthen its competitiveness at the the European Research Area the Universidad de La Rioja endorsed in 18/11/2022 the European (Charter and Code) that sets out the rules and obligations of researchers, their employers and funders, as well as transparent and fair recruitment procedures.
As part of the process of obtaining the HRS4R accreditation in HR excellence in Research, Universidad de La Rioja presented its Application on 14/12/2022 to obtain the «HR Excellence in Research» award. Based on the implementation of the HRS4R action plan.

Action plan
OTM-R stands for Open, Transparent and Merit-based Recruitment. It is one of the pillars of the European Charter for Researchers and in particular of the Code of Conduct for the Recruitment of Researchers. the University of La Rioja strengths and weaknesses regarding the Code of Conduct for the Recruitment of Researchers, were included in the GAP Analysis, and in the OTM-R checklist. The measures targeted to amend the insufficiencies found, are the actions included in the Action Plan.
After the «HR Excellence in Research Award» is granted, the participating institution must document progress and quality of the actions and accompanying measures (such as embedding the HRS4R process into their current policies and practices).
